On November 8, 2013 the United States Federal Communications Commission (FCC) published an Order that impacts all U.S. Service Providers offering long-distance services to rural markets.

The Rural Call Completion (RCC) Order Docket 13-39 was created to help the FCC better monitor call quality to rural areas, which has suffered from carriers intentionally obstructing long distance calls to rural subscribers.

As of April 1, 2015, long-distance voice service providers that qualify as ‘covered providers’ must begin recording and retaining data required for rural call completion reporting.
